This cell does not have neutral plates. I am not worried about it because I will be using a PWM with it.

I have a ’99 Corolla, worse fuel mileage than yours – 30 hwy. Replaced O2 sensor, got 33-35. Now getting 40 mpg with my first cell. Now I wonder if my O2 sensor was good all along and something else might be causing an open-loop condition. Have you tried simply unplugging your O2 sensor? My cell is a 2-coil spiral mesh design – draws 2 amps, brute force. Controlled by 30A relay tied into the headlight relay since headlights are on only when the engine is running 🙂 cool opportunity.
